About Nirman Shramik Pucca Ghar Yojana 2023

The Odisha government has launched the Construction Workers Pucca Ghar Yojana. Through this scheme, the state government will provide construction and other construction workers in rural areas registered under Odisha Bhawan and other construction workers welfare boards.

Under this scheme, pukka houses will be provided to the beneficiaries. The cost of constructing a new building under this scheme is Rs 12,000 for a non-IAP board and Rs 1,300,000 for an IAP board.

This amount may be adjusted by the Government from time to time. The beneficiaries of this scheme will also get half pay of 90 person days and 95 person days in non-IAP and IAP districts respectively.

The government will also provide incentives under this scheme if the beneficiary completes the house early.

Objective Of Nirman Shramik Pucca Ghar Yojana

The main objective of Construction Workers Pukka Ghar Yojana is to provide Pukka Ghar to construction and other construction workers in rural areas registered under Odisha Building and Other Construction Workers Welfare Boards.

Through the Construction Workers Pukka Ghar Scheme, construction workers and other construction workers will have their own pukka house which is a basic necessity of human life.

This program provides a better quality of life for the beneficiaries. The beneficiaries will also be exempted through this arrangement. The beneficiaries can lead a decent life in the houses built through this scheme.

Key Features Of Nirman Shramik Pucca Ghar Yojana

• The Construction Workers Pukka Ghar Scheme is funded by the Odisha Building and Other Construction Workers Welfare Board
• Each year, the commission decides on budget expenditures
• The budget may change from time to time
• The accommodation would preferably be in the name of the lady of the family
• Contractors will not participate in the construction of homes under this scheme
• The funds under the scheme will be transferred directly to the beneficiary’s account
• Minimum carpeting in the house is about 25 square meters excluding clean kitchen area and toilet

Components Of Nirman Shramik Pucca Ghar Yojana

• The cost of occupying a new house is Rs 1,200,000 for a non-IAP board
• The cost of new residential units in the IAP district is 130000
• This amount may be revised by the State Government from time to time
• The beneficiaries of Nirmanshramik Pukka Ghar Yojana will also get half pay for 90 person days and 95 person days in non-IAP and IAP districts under MGNREGA

• The government can make changes in the architecture of the IHHL

Setting Of Target And Selection Procedure Under Nirman Shramik Pucca Ghar Yojana

• Each year the board prepares a budget based on available funds
• The District Executive Officer provides the list of beneficiaries
• To facilitate field inspection, DLO will ensure that all necessary information is provided to BDO
• Once the district station officer receives the name, the BDO will carry out a check whether the construction worker had earlier received housing assistance under any government scheme
• The BDO will also conduct field inspections
• After screening, the list of crew members will be presented to the block level selection committee
• BDO will recommend the list of eligible beneficiaries to the District Collector
• Once the District Commissioner receives the list of beneficiaries, he will approve the list and forward it to the department
• The Department of Panchayati Raj and Drinking Water shall be responsible for negotiating the district or block wise targets of eligible beneficiaries in the concerned district and publishing the full list of blocks and eligible beneficiaries on their portal
• The list will also be made available at the entrances of Odisha Bhawan and other housing officials and welfare boards
• BDO will penalize homes against the target classification based on the prioritization automatically created in awaassoft
• When approving homes, it will maintain the order of beneficiaries in the priority list

Strategy Of Implementation Under Nirman Shramik Pucca Ghar Yojana

• The houses will be constructed by the beneficiaries under Construction Shramik Puchcha Ghar Yojana
• The Panchayat Samiti shall be subordinated to the DRDA under the authority, direction and control of the Zila Parishad, the agency implementing the scheme
• Beneficiaries will be provided with options for appropriate home design and technology to suit their living environment
• The house will have a dedicated area for clean kitchen and includes a toilet and shower
• The roof and walls must be strong and able to withstand the climate of the site
• The homestead under the scheme will be on the individual lands of the beneficiary or his family member
• If the house is built on a piece of land belonging to a family member of the beneficiary, an objection certificate must be obtained from the landowner
• The house will be allocated in the name of the female head of the house at will
• If there is no female head of household, distribution shall be made jointly in the names of the husband and wife or, in the absence of a female spouse, in the name of the male head of the family
• If the beneficiary is disabled, the name of such person shall be transferred to the shares
• Materials such as cement, steel, bricks and prefabricated materials, block points, may be supplied by the District Manager
• The beneficiary may obtain materials from the District Superintendent’s supplier or other sources
• Block workers will identify a certain number of beneficiaries to facilitate construction of houses
• If the beneficiary is a weak or homeless or disabled person and applies for assistance in writing, such houses will be treated as part of the masonry

Important Points Regarding Release Of Installment

• For issuing a work order, the beneficiary has to collect geo-tagged photographs of the kutcha house and the proposed site
• It is mandatory to upload the home inspection image on awaassoft developed by Government of India or any other similar app developed by State Government
• The photograph of the beneficiary, along with Aadhaar, UID/EID and mobile number should be kept in the record and uploaded on awassoft
• If the beneficiary does not have a mobile connection, the mobile number of his family or relative friend will be provided
• BDO will deposit the second, third and fourth installments into the beneficiary’s bank account within one week of receiving the visual audit, spot verification and geo-tagged photo evidence report of the construction phase
• After the fourth phase is released, the housing staff places the Pucca House Scheme embossed logo on the front wall of the beneficiary house indicating the name of the beneficiary, year of award , unit cost and so on
• The funds under this scheme will be directly deposited in the beneficiary’s account through the direct transfer of benefits using the state budget

Timeline of Nirman Shramik Pucca Ghar Yojana

• The houses under the Construction Shramik Puchcha Ghar Yojana have to be completed within 12 months from the first deposit in the account
• For beneficiaries who are building an affordable home, it is suggested to first complete the main house with at least 25 square meters of carpeting and then go for an extension the

Funding Pattern And Financial Management Under Nirman Shramik Pucca Ghar Yojana

• The Board shall release the funds required for construction in accordance with the assigned objectives
• The 4% administration fee is for beneficiary incentives and branding costs
• The funds will be disbursed to the beneficiaries through installments
• The Board shall release funds for the PR & DW department up to the budgetary limit established for the year
• Department of Public Relations and DW are required to open a bank account in the name of Construction Workers Puchcha Ghar Yojana in Bhubaneswar
• The Board shall deposit the necessary funds in such account
• Beneficiaries will be paid through the state budget
• In case of incidental expenditure, a separate account shall be opened by the District Rural Development Department and the block in the national bank or nationalized bank or government bank
• Interest in the fund shall be treated as part of the Plan and shall be used for the purposes of the Plan
• The accounts shall be audited by the Chief Accountant of the Odisha/ CAG/ CA unit of the Board
• The block will be implemented by the company
• The District Collector/Project Manager/PD/DRDA will supervise the entire process

Monitoring Under Nirman Shramik Pucca Ghar Yojana

• It is the responsibility of the District Collector to ensure proper implementation of the scheme
• The PD DRDA at district level and BDO at block level monitor this system
• BDOs are required to inspect at least 10% of the houses constructed under the scheme
• District levels will inspect at least 1% of the houses constructed under this scheme;
• Additional Project Director Rural Housing APD (RH) will also inspect at least 10% of the households in the district;
• The system uses the State Rural Housing Portal dashboard monitoring system of the Panchayat Raj Department and the Board’s portal as the primary review tools awaassoft
• BDO will be responsible for timely exchange of data in awaassoft and State Rural Housing Portal
• If a beneficiary has availed this scheme in the past and his/her house has been totally demolished/washed away, totally damaged due to earthquake/ bear disaster/ landslide/ flood/ fire/accident or cyclone, he/she will be eligible for a house current

• The funds will be provided by the Board under this scheme and this scheme will be implemented by a Department of Panchayati Raj and Drinking Water
